Foreword

In the cradle of culture in Qin and Han Dynasties, there lies a piece of dynamic land, which is highly praised by Emperor Qianlong as “The First Landscape in Spring”. Suqian, a city in Jiangsu province, is also the native place of Xiang Yu, the overlord of West Chu Period, who was recorded in annals as a hero with great strength.

Suqian is a newly-established key city among the group of cities at the eastern bridgehead of Europe-Asia Continental Bridge. In July, 1996, it was approved as a prefecture level city by the State council. To its north faces Shandong Province, to its south adjoins the Yangtze River and Huaihe River. Located between the Tangtze River and Huaihe River, it lies at the midway between Beijing and Nanjing with an area of 8,555 km2 and a population of 5.26 million. It has three counties as Shuyang, Siyang, Sihong and two districts as Suyu and Sucheng under its jurisdiction. It enjoys a fine reputation of “an awe-inspiring bearing of the West Chu Period, capital of wine and flowers, clear water and beautiful lakes and an ecological paradise.

Suqian has a long history and human cultural environment. Xiacaowan Ruins, excavated in this area, refracts the first sunlight of mankind origin. The King Tomb of Han Dynasty, unearthed in Sanzhuang Tombs, witness the magnificence of ancient culture in Qin Dynasty and Han Dynasty. Unique local conditions and customs have natured unique culture of ancient Chu Period. The Chinese civilization extends its inheritance in here. Obvious Location Advantage

Suqian is a city with rich history and cultural connotation, whose orientation is “forest model, environment friendly, garden style, lakefront ecological city in favor of sustainable development”. It also enjoys the scenic spotsof lakes and mountains, the Canal landscape, the new look of the yellow River, the humanity scenery as well as the urban image. Located in the north of Jiangsu Province, it is an important rising central city.

As a key central city of the east bridgehead city group of the new Euro-Asian Continental Bridge and a thoroughfare connecting Jiangsu Province, Anhui Province and Shandong Province, Suqian is in the crossed radiation area of Longhai Economic Area, Coastal Economic Area and Yangtze River Economic Area.

Convenient Transportation Network

Land transportation: The length of high-grade road in Suqian has been 220 km. Beijing-Shanghai Expressway, Nanjing-Suqian-Xuzhou Expressway, Xuzhou-Suqian-Huai’an-Yancheng Expressway, Suqian-Xinyi first-grade Road and Suqian-Shuyang first-grade road form a high-grade road circle around the 60-km2 city proper. Sea transportation: With Lianyungang port, Suqian can have trade and transportation relation to nearly 1,000 ports in more than 150 countries in the world. Now Lianyungang port have many container regular shipping lines to Hongkong, Japan, Korea, Europe and west seashore ports of USA, and every month there are more than 60 regular liners.

Air transportation: Guanyin airport is 60 km away from Suqian and Baitabu airport is 100 km away from Suqian, which are air bridges from Suqian to important cities at home and abroad. Different transportation ways form a three-dimensional transportation network of water, land and air.

Rich Mineral Resources

Suqian has rich nonmetal mineral resources and the main kinds are quartz sand, kyanite, glass sand, pottery clay, rutile etc. The known reserve of quartz sand, the main raw material of glass industry, is more than 500 million ton. The reserve of kyanite, which can be used to produce silicoaluminum, is about 7.1 million ton, which ranks first in the same kind of ore in China. The reserve of pottery clay is more than 200 million ton, which has the characteristics of good quality, shallow embedding and easy to exploit in open air.

Superior Living Condition

Suqian has a long history and every generation produces its man of ability. Suqian is the native place of West Chu Overlord Xiang Yu. He and his wife Yuji left a romantic story, which is still spread in China. Emperor Qian Long Xanadu is situated at the side of Grand Canal. The afforestation rate in city proper reaches 38.5%, the greenbelt coverage rate reaches 34.1%, and the average greenbelt area reaches 8.59 m2. The time in which the air quality reaches the second level of national environmental air quality standard is 301 days. Contend of sulfur dioxide and carbon dioxide is under the first level of national environmental air quality standard. It is the only city without acid rain in Jiangsu province. The eligible rate of the water quality can reach 100%, and the drinking water can get to the first level of the national standard. Hongze Lake, one of the four largest fresh water lakes in China, has the water surface of 3.1 million Mu. Luoma Lake, the water quality of which can reach second level of national standard, has the water surface of 0.6 million Mu. These two lakes are both beautiful scenic belts of Suqian city.

 Plenteous Human Resources

Suqian has plenteous human resources. It has a population of 5.26 million, and the quantity of labor is 2.3 million. About 1 million of labors usually work in other places. The surplus labor which can be exported to other places are nearly 0.2 million.

There are 255 vocational schools in Suqian, which can supply the educational of weaving, clothes making, electron, mechanism and so on. Every year, about 0.15 millions people can have vocational educational in these schools. In recent years, the Municipal Party Committee and Municipal People’s Government implemented the project of “Two After and Two Hundreds”, which means after students graduate from junior and senior schools, if they cannot continue the study, the government will support them to have vocational education and recommend them to be employed at the rate of 100%. In the whole city, there are about 67,000 professional technical personnel.

Suqian College, which is jointly established by eight famous universities in Jiangsu Province, can supply more than 3,000 graduates every year.

 The Increasing Comprehensive Strength

In ten years after establishment, Suqian ranks No. 125 of 286 municipal cities in comprehensive strength evaluation. The developing indexes of economic increasing, city virescence, water supply and drainage and power supply all rank in the top 100. City’s transportation development index is listed in No. 6.

Leading Industries

Suqian’s Strategic orientation of industrial development in eleventh-five-year-planning period: the largest industrial cluston in the middle of East Longhai Railway area, a new compact district of foreign investment in north of Jiangsu Province, procession base of the southern wing of Huaihai Economic Zone.

Suqian is the capital of famous liquor. Sweet spring is the base for high quality liquor. Yanghe Brand and Shuanggou Brand liquor are both well known at home and abroad. There are 29 scaled liquor produced enterprises in Suqian and yearly output of liquor is about 200,000 ton.

Suqian is the homeland of Italy poplar. The forest with Italy poplar as main plant covers an area of 1.75 million Mu including 0.9 million Mu of fast growing and fruitful forest. The accumulation of wood reaches 12 million m3 and the yearly cutting quantity is about 1 million m3.

The wood procession industry on the base of abundant forest resource is the first leading industry in Suqian. There are more than 3,800 wood procession enterprises in Suqian. The main products are veneer, wood handicraft, middle-density board, waterproof template, decorative sheet and timber floor.

Suqian is a new weaving city. There are more than 310 enterprises in Suqian dealing with weaving and clothes making, including 30 cotton weaving enterprises, 4 wool weaving enterprises, 25 silk weaving enterprises and more than 200 clothes making enterprises.

Some enterprises, such as Jianlu Wool Weaving Co., Ltd, Jiangsu Siyang Silk Spinning Group, Jiangsu Jiujiu Group are all leading enterprises in there own industries.

In recent years, there are many new enterprises in Suqian with the investment of more than RMB 100 million yuan, such as Jiangsu Louxing Industrial Park, Chengfeng Botai Group, Fennesi Group, Honglilai Group, Shangfu Clothes Making Co., Ltd, Shuyang Yingtian Weaving Co., Ltd and Siyang Weaving City etc.

Suqian is a city of glass. It has formed a building material industrial system with a listed company, China Glass, as leader and some enterprises producing new kinds of building materials, chemical building materials and fitment materials, such as Jiangsu SHD New materials Co., Ltd, Xiuqiang Glass Co., Ltd, Huada Clad Plate Co., Ltd, Tai Beton Co., Ltd, Jingwei Glass Fiber Co., Ltd and Sino-Italy Glass Fiber Reinforced Plastic Co., Ltd etc. as important members. The leading products are glass, glass fiber, cement and its finished products, glass fiber reinforced plastic and building materials. The yearly output of float glass is about 9 million weighing tank, 12,000 tons of glass fiber and glass fiber reinforced plastic products, 1.2 million pieces of masonry wall materials.

Supporting Ability

Wood procession industry: It can supply products as veneer, wood handicraft, middle-density board, waterproof template, schneider zelkova slice and decorative sheet for projects as high-density board production, high grade veneer, high grade furniture and distributing place of wood production.

Light industry and food service industry: It can supply food procession, beverage making and package to develop projects as beverage industry, printing and packing and deep procession of agricultural and sideline products. The main products are liquor, beer, feed, glass products for daily use, plastic products and thermal contract film.

Industrial project

Preference in land charges:

Land for industrial productive enterprises: Enterprises can get the land at the lowest price according to national and provincial regulations. It is usually between RBM 25,000 to 30,000 Yuan per Mu. Those high-tech enterprises, exporting enterprises and large-scale projects can pay the purchases fee by the way of “individual project, individual discussion”. The purchases fees may be paid by installment during the period of land use.

Land for agricultural enterprises: The land price in Luoma Lake Foreign-oriented Agricultural paradigmatic Zone is RMB 20,000 per Mu. For the enterprises investing in core area, if the investment in one time is more than $ 5 million dollarsor RMB 30 Million, the purchases fee can be by the way of “individual project, individual discussion”. The purchases fees may be paid by installment during the period of land use. For the agricultural land in urban planning, the rent of land is between RMB 100 to 1,000 yuan. The rent of agricultural land is between RMB 50 to 500 yuan. The enterprises can get the usage right at the same year.

Prefernce in Taxation

VAT: Foreign-invested industrial production enterprises in Suqian economic Development Zone can get the preference in VAT of “two years free, three years half”, that is to say an encouragement equivalent to full portion of paid VAT retained by the zone will be given back to the enterprises in the first two years, and an encouragement equivalent to half portion of paid VAT retained by the zone will be given back to the enterprises in the latter three years.

For general chemical enterprises and related enterprises in north part of Suqian Economic Development Zone, an encouragement equivalent to 60% of VAT retained by the zone is given to the enterprises by the financial department in the first two years. For the enterprises of high-tech, exporting and large-scale, an encouragement equivalent to full portion of VAT retained by the zone will be given back to the enterprises by the financial department in the first five years, and an encouragement equivalent to 50% of VAT retained by the zone is given to the enterprises by the financial department from the third year to fifth year.

VAT is free for the enterprises in Luoma Lake Agricultural Paradigmatic Zone to deal with planting, breeding and sell their own elementary agricultural products.

Income tax: For the industrial productive enterprises invested in Suqian Economic Development Zone with more than 10 years (including 10 years) of operating period, an encouragement equivalent to full portion of income tax retained by the zone is given to the enterprises by the financial department in the first five years since the profit-making year, and an encouragement equivalent to half portion of income tax retained by the zone is given to the enterprises by the financial department in the latter five years. For circulation enterprises, an encouragement equivalent to half portion of income tax retained by the zone is given to the enterprises by the financial department in the first five years since the profit-making year.

For enterprises invested in the north part of Suqian Economic Development Zone with more than 10 years (including 10 years) of operating period, an encouragement equivalent to full portion of income tax retained by the zone is given to the enterprises by the financial department in the first two years since the profit-making year, from the third year to the five year, the encouragement is 50%, from the sixth year to the tenth year, the encouragement is 25%.

Sales Tax: In Suqian Economic Development Zone, except real estate enterprises, an encouragement equivalent to 25% of paid sales tax will be given back to the enterprises in 5 years since the establishment.

Preference in stipulated fees

Suqian Economic Development Zone carries out the policy that enterprises are exempted from stipulated fees not collected by national and provincial government.

Market construction projects:

Five distributing centers: the interjunction of Nanjing-Suqian-Xuzhou Expressway and Xuzhou-Suqian-Huai’an-Lianyungang Expressway, the Yanghe exit of Xuzhou-Suqian-Huai’an-Lianyungang Expressway, the interjunction of Yanghe_Xinyi road and Suqian-Shuyang road, the interjunction od Tonghu road and Xuahou-Huai’an road

Ten markets: automobile trade market, building material market, wholesale market of agricultural and sideline products, wholesale market of hardware and household appliance, small commodities wholesale market, furniture wholesale market, worn-out material trade market in Zhengche town and so on.

Land used for the construction of five distributing centers and ten markets projects can be got by the way of public bidding, public sale and public remising etc. according to the actual need.

Enterprises investing the construction of five distributing center and ten markets can enjoy preferential policy of paying first and encouragement later in land expenses and taxation. If the construction area of the project is more than 100,000 m2, an encouragement equivalent to 40% of net income of land expenses retained by the local government will be given back to the enterprises, the local stipulated fees will be exempted from 40% and an encouragement equivalent to 40% of construction sales ax retained by the local government will also be given back to the enterprises. Projects with the construction area of more than 200,000 m2 can enjoy more preferential policies.

 

For businessmen in five distributing center and ten markets, the industrial and commercial charges can be exempted in the first two years and it can be exempted from 50% in latter three years. In taxation, they can enjoy the preferential policy of paying first and encouragement later, which is balanced by financial department of same level. An encouragement equivalent to full portion of paid VAT retained by the zone will be given back to the enterprises in the first two years, and an encouragement equivalent to half portion of paid VAT retained by the zone will be given back to the enterprises in the latter three years.

Real Estate Project

Taxation: Supplying quantity of removing allocation houses should be more than 10% in the total quantity of commercial housing, and the after-tax profit should be controlled no more than 3%. The land will be supplied by the way of administrative planning and some local stipulated fees such as urban infrastructure construction supporting charges are exempted. After the developing department pay the sales tax, an encouragement equivalent to 70% of paid amount retained by local government will be given back to the enterprises by financial department.

Stipulated fees: The government encourages developing high-rise house, large-scale uptown and large-scale commercial and trade establishment. Enterprises can enjoy preferential policy in paying stipulated fees. From 8 to 11 floor, the stipulated fees collected by municipal government are exempted from 50% and for floors above 12, the stipulated fees collected by municipal government are totally exempted.

Loan: For real estate project with developing condition, commercial banks will positively provide loan. For purchasers with repayment guarantee and good credit record, the rate of house mortgage loan will be no less than 70%, and for commercial house, the rate of mortgage loan will be no less than 50%.

Excellent Service System

The government advances the construction of “Safe Suqian” and “lawful Suqian”. Suqian people have strong legal consciousness and the social security is well-ordered. The government positively carries out the innovation of administrative effect and administrative examining and approving policy in recent years. There are only 20 administrative examining and approving projects in Suqian, which is least in Jiangsu province.

Suqian Economic Development Zone of Jiangsu province and Southeast University Suqian Science &Technological Industrial Park is a provincial development zone by the approval of Jiangsu Provincial People’s Government. It is located in the south of city proper with Nanjing-Suqian-Xuzhou expressway and ring road expressway coming across it. The controlling area is 100 km2, the metaphase program area is 39 km2 and the completed area is 20 km2. In the development zone, it has completed the infrastructure construction called “Land Filling & Six Utilities” and the project of afforesting, beautifying and lightening. It is an ecological garden style development zone and has formed a structure of one development zone and many special areas. Suqian Economic Development Zone takes foreign investment and developing high-tech as lead to develop industrial projects of resources consumption, labor-intensive, resources procession and tech-intensive by labor resources and energy advantages. Now there are more than 300 projects investing in development zone with the total investment of RMB 8 billion yuan.

North Zone of Suqian Economic Development Zone

North zone of Suqian Economic Development Zone lies in the north of city proper and it is 15 km away to the city proper. The programming area is 31.5 km2 and the opening area is 9.9 km2. The north zone can enjoy all the preferential policies. It is near to Xinyi River, which is named as a special sewage-letting river by the provincial government. The sewage can be let into the Yellow Sea by Xinyi River, the fourth kind of water environment function area, after centralized processed. It can admit industrial projects of weaving, printing, chemical industry, paper producing and medical, which are not forbidden by national principles. The projects may influence the environment slightly but they must have reliable pollution treatment technology. The north zone is 3 km away to Luoma Lake, a storage reservoir of national south-north water transfer project, and the normal yearly storage quantity of which is 900,000,000 m3. It can supply high quality and cheap industrial and residential for enterprises in the zone. The central sewage disposal system and heating system are in construction. There are more than 10 enterprises investing in north zone with the investment of 10 million RMB yuan, such as Hengling Paper making Co., Ltd, Kelin danger and solid waste disposal center, Tiancheng Paper making Co., Ltd, compound fertilizer production project with the yearly output of 100,000 ton.

Lakeside New District Development Zone (Jiangsu Province Foreign-oriented Agricultural Paradigmatic Zone)

It lies in the north of Suqian city proper with a total area of 90 km2. The paradigmatic zone has good natural ecological environment with ideal land condition and plentiful biological resources. The Zhangshan Forest Park is embraced by the zone, which provides ideal natural conditions for the development of modern ecological agriculture. The 400 m2 Luoma Lake joins with the paradigmatic zone into a whole and the 20 km rachion winds through it from the north to the south. The normal water accumulation capacity of Luoma lake is 1,000,000,000 m3 and the water quality reaches the second level of the national standard. It has beautiful scene and limpidity, which supplies high quality and reliable water resource for the agricultural development of the paradigmatic zone. It is also a best place for ecological tourism and leisure sightseeing.
